China -- These are all locks. Lovers lock them on the rail, then throw the key over the side to symbolize their commitment. They were featured on an episode of Amazing Race, where they gave the contestants a key and told them to figure out which lock it opened. It was pretty brutal. One girl just quit and took the penalty.
